Jesper Kampmann Madsen, the founder of London-based tech firm Trace2Trace, is building technology to map the networks behind illegal gambling. Madsen, 35, and born in Denmark, knows what it means to be on the other side of the screen: as his decision to fight illegal gambling stems back to his own addiction, he tells iGB.

He was a teenager when he started gambling habitually. For several years, it remained entertainment. Then, when he was in his early twenties, came a large win on a foreign unlicensed gambling site: around €22,000.

“I remember gambling all of it back the same day because they couldn’t pay it out in full immediately,” he says.

Before joining the Ministry of Finance, Fabio Macorin served in Brazil’s Federal Police for 17 years. For a decade, he focused specifically on the investigation and prevention of banking and financial fraud. This experience helped shape his approach to betting regulation, particularly regarding anti-money laundering, financial monitoring, combatting the illegal market and inter-agency cooperation.

Brazil’s regulated betting market formally launched in 2025 and has since become one of the most closely watched regulatory initiatives in the global gaming and betting sector. Macorin, who also served as the SPA’s undersecretary for monitoring and enforcement, has been directly involved in initiatives to combat illegal operators, strengthen cooperation with financial institutions, telecommunications providers and other government authorities, as well as develop data-driven tools for regulatory oversight and enforcement.

Commenting on his election, Macorin expressed his honour at joining the IAGR board and contributing Brazil’s experience to the association’s international work.

Jean-Michel Costes has also left the board after concluding his role at France’s Autorité Nationale des Jeux (ANJ). 

Costes was involved with GREF at a time when numerous European regulators, including the ANJ, focused on tightening advertising regulations and boosting player protection frameworks. The forum thanked Costes for his dedicated service.

Replacing Miller as treasurer is Ian Angus, director of policy at the UK Gambling Commission where, since 2020, he has been closely engaged in policy development. This includes the Gambling Act white paper and its recommendations on financial risk assessments.
